I have heard that it refers to an abrogation of the Torah.

I don't believe it, for if Yahshua was saying such then Ya`aqov (James) would have reflected it but obviously does just the opposite.

The context of the passage is a reference to fasts and other ADDED (=new) customs practiced by Yahhanan and the P'rushim. Could not Yahshua be saying that if they are going to make new torah to patch (add) the "old" Torah that it will burst or tear? If they are going to do such, is it not tantamount to devising a new religion? But Yahshua notes that someone accustomed to the "old" wine (the Torah?) would not be satisfied with new. There are many other places where Yahshua is at odds with new rabbinic custom and regulation. The Torah says to neither add or take away from it, and to go neither to the left or the right---but in other words stay on the Way, the derek YHWH.

Shalom, Shemayah
